Group Leader – Quantity Surveying & Estimating – Building Services
Role purpose
Lead the Commercial Section delivering estimating and quantity surveying services for housing and public building projects, ensuring schemes are delivered to time, cost and quality targets while meeting all statutory, corporate and client requirements.
Key responsibilities
• Lead and manage the Quantity Surveying & Estimating team, optimising use of people, budgets and materials across the group.
• Act as lead commercial officer for Education Band B and WHQS schemes and Building Services trading accounts.
• Prepare and monitor group budgets and business plans, controlling income and expenditure in line with council financial regulations.
• Oversee all pre- and post-contract commercial activities (estimating, cost planning, valuations, final accounts) to recognised professional and quality standards.
• Provide commercial and policy advice to senior management and prepare/present reports to committees and other bodies as required.
• Drive continuous improvement, new technology and corporate initiatives (performance management, customer care, CPD, Investors in People).
• Ensure full compliance with Health & Safety, contract procedure rules, statutory legislation and equal opportunities policies.
• Represent the service with elected members, clients and the public, and attend meetings (including some outside normal office hours).
About you
• Professionally qualified in a relevant discipline (e.g. quantity surveying or similar).
• Significant senior-level experience in a commercial/quantity surveying function, ideally within construction or building services.
• High level of technical competence in estimating and QS for housing and public building projects.
• Proven people manager with the ability to build, lead and develop effective teams and manage change.
• Strong analytical, financial and problem-solving skills, with experience of managing budgets and complex programmes of work.
• Excellent interpersonal and communication skills, able to influence, present and work collaboratively at all levels, including with elected members.
• Thorough knowledge of relevant Health & Safety and an understanding of equalities responsibilities.
• Full UK driving licence and use of a car (or ability to travel effectively by other means).
Working arrangements
• Primarily office-based with travel to sites and other council locations.
• Full-time, flexible working week up to 37 hours, Monday to Friday, with some out-of-hours meetings.
• Politically restricted post under the Local Government Act 1989.
