A qualified Mechanical Design Engineer with extensive experience working in a busy Consultancy office environment, primarily on
public buildings including Schools, Leisure Centres, Residential Homes
Advice and Support
Provide reliable, accurate and professional advice to colleagues via phone calls, emails, reports and meetings. Providing mechanical
building services design and support to Architects and Project Managers in the Building Consultancy team, building managers and
budget holders. This may include external assistance from specialist contractors or designers, as and when necessary.
Project Delivery
Take and develop a brief, establish and agree delivery programmes, manage the input of other staff where required, develop outline
designs and produce budget costings, produce detailed designs using specialist software including Hevacomp, produce drawings
and specifications, ensure method statements are produced where necessary and Local Authority Health and Safety procedures are
followed including those related to asbestos. Produce tender documentation, manage the procurement process and administer JCT
contracts, inspect and snag completed work, instruct and witness commissioning, chair and minute contract meetings, consult and
communicate with the client and other stake holders and agree contract final accounts. Where part of a wider design team produce
mechanical designs as part of a multi-disciplinary project.
Statutory Testing
Manage the statutory testing contracts, including managing the retender process when required, monitor testing, and produce clear
status reports for managers. Advise and manage remedial works arising from statutory testing and monitor the quality of works.
Interrogate and update the Council’s database (RAMIS)
Legionella
Day-to-day responsibility for managing legionella risks, implementing control measures and strategies and to carry out any actions
required. Ensure compliance and have a clear understanding of the duties and the overall health and safety management structure,
and policy in the organisation.
Give advice on the prioritisation of improvement works recommended by the term contractor. Challenge recommended works
where appropriate. Monitor the term contractor and ensure recommendations are reasonable and consistent.
Contractors
strong negotiation and contract management skills to successfully deliver projects.
Co-ordinate with and obtain feedback from stakeholders including building managers.
Working as part of a wider project team take direction from and report to the lead designer and liaise with other team members.
Energy Manager – support the Caerphilly CBC carbon reduction strategy and give advice to Energy Manager when requested.
Clerk of Works – direct and take feedback.RESPONSIBILITIES FOR STAFF
Coordinate and review input from other collaborators/consultants to a given project.
Qualifications
Essential
ONC/HNC/HND in Mechanical Engineering or Building Services Engineering
Desirable
City and Guilds Legionella role of the responsible person/duty holder/landlord or equivalent.

Full UK Category B (Cars) driving licence and the use of a motor vehicle insured for business / work purposes to travel throughout
the borough to attend meetings. Work related mileage reimbursed at 45p/mile.
