Responsibilities
To deliver Welsh Government's annual programme of highway structures inspections via in-house
inspection teams and service providers.
To implement, manage and review policies and procedures for the inspection, maintenance,
upgrade and improvement of the Welsh Government’s motorway and trunk road structures assets.
To act as one of the Agent’s technical experts on all structures related issues.
To provide technical expertise and be responsible for the delivery, management and administration
of the structures inspection programmes both directly and through service providers.
Support / assist with the delivery of routine, planned, and reactive minor maintenance works via a
range of suppliers.
To manage the performance of the in-house inspection teams and service providers in the delivery
of reports, studies, inspection, maintenance, design and construction services.
To develop and review processes to ensure that allocations are utilised efficiently and effectively
and that works are delivered to time, cost and quality, without undue public or media reaction.
To manage and approve the submission of inspection reports and scheme information through the
Welsh Government’s Value Management process.
To liaise and provide technical advice to the Area Operation Teams, Network Control Centre Team
and Service Providers to maintain the existing highway assets and deliver programmes of works
that comply with the Welsh Government’s network occupancy strategy.
To liaise with key stakeholders on all motorway and trunk road related matters including road users
and the general public, Welsh Government Officers, local highway authorities, service providers,
consultants, public bodies, statutory undertakers and contractors.
To oversee the data management function of Welsh Government’s Structures Management System,
including collecting and updating the structures inventory.
Essential
Significant experience of managing highway structures inspection programmes and routine
maintenance works (in accordance with CG 302 & CS 450).
Experience of managing resources to deliver multidisciplinary programmes of work.
Detailed, in depth knowledge of highway structures management.
Detailed knowledge of legislation, standards and other policies relating to highway structures, asset
management and project management.
Detailed, in depth knowledge of delivering / carrying out Principal and General Inspections to
relevant standards, to act as the Agent’s expert for Highway Structures Inspection.
Professionally qualified* with an appropriate engineering organisation (Civil, Highways,
Structures). *Working towards will be considered subject to educational base being met.
Or
BICS SI qualified (NHSS31)* *If not already held, the successful candidate will be required to achieve certification
under LANTRA’s Bridge Inspector Competence Scheme (NHSS31) within 12 months of appointment.
Training in health and safety.
People management skills. Ability to manage other professional staff and lead project /
inspection teams.
Ability to organise work priorities, forward plan and deliver programmes of work on time
with minimum supervision to deadlines.
Ability to receive, assimilate and evaluate information from multiple sources and provide
detailed recommendations, including production / checking / approval of inspection reports.
Financial management, budget monitoring and cost control skills.
Current driving licence.
Self-motivated and committed, with the ability to work to deadlines and undertake duties in a
confident / professional manner, showing initiative and creativity.
Capable of undertaking site work, often in adverse weather conditions and outside normal
office hours
