To manage the delivery of the designated capital projects from completion of the project brief through detailed design to
commissioning and final handover. To provide professional, advice and support on electrical engineering matters, design standards,
technical requirements and alternative methods of construction and design in order to achieve optimum cost effectiveness and
design solutions. To support the Project Engineer Electrical in the management of the UHB statutory estates plant & equipment. This
is to include development of a management action plan to address the statutory compliance issues.
DUTIES AND RESPONSIBILITIES
Fulfil the role, as assigned, of Project Manager, as defined in the Capital Investment Manual o designated schemes to ensure the
successful completion to the UHB’s requirements of time, cost and quality and in accordance with Capital Investment Manual and
other mandatory/statutory requirements.
To provide specialised advice on electrical engineering matters, design standards and technical requirements and to assist in the
preparation of feasibility studies and business case development.
To provide specialist electrical engineering expertise including design solutions, advice and assistance on capital schemes across
Health Board.
Formulate fee bid lists, recommends on appointments of external consultants. Briefs, manages and monitors their performance.
Ensuring that the requirements for the E.C. Procurement are complied with as necessary.
Consults with Local Authorities and other agencies on planning issues and to submit and secure planning approvals for capital
developments, including online and detailed consents, listed building consents, etc.
Authorises Contractors’ Financial payments with delegated limits
Provide regular project repots and specialised technical reports including project plans identifying impact and clinical service.
The post holder will manage and have responsibility for a budget of between £30k and £200k depending on the capital
schemes allocated.
Undertake the inspection and investigation of works with hazardous environments as required.
Liaise with Audit on systems and financial reviews of selected capital schemes to ensure compliance with Capital Investment
Manual, the UHB’s Procedure Manual for managing major and delegated capital schemes, Concode, the UHB’s Standing Financial
Orders and Standing Financial Instructions.
Leads, directs and supports multi-disciplinary project teams including administrative functions such as minutes, reports, etc.
To develop and design drawings from agreed brief/schedule of accommodation using various IT software packages, i.e. AutoCAD
To organise, facilitate, chair and record regular project progress meetings with multi-disciplinary teams including users, specialist
contractors / suppliers. The role will ensure resolution of conflicting user expectations, all statutory requirements and budgetary
limitations .
To prepare a project brief and budget to ensure the completed design meets both the project brief and stays within the scheme
budget.
Produce Project Execution Plan’s and Risk Registers for a broad range of projects.
To manage the project budget, including tender processes, authorising payment of invoices within the Cardiff & Vale UHB control
procedures and Standing Financial Instructions.
To act as a point of contact for the contractors throughout the delivery of the project, ensuring a speedy resolution of all issues.
In conjunction with the CDM co-ordinator ensure that the project is delivered in accordance with all health and safety and other
statutory requirements.
Conduct post project evaluation in accordance with the Capital Investment Manual.
To comply with Health Board’s project management processes, all governance requirements and provide risk analyses and reports
as required.
Undertake the inspection and investigation of works within hazardous environments as required.
Appoints and manages Contractors.
