PURPOSE OF THE POST: To take lead responsibility for Adult Services contribution to interagency arrangements to safeguard adults in Swansea and ensure that Adult Services have robust training, performance and quality assurance arrangements in place which demonstrate that all areas of the Service provide high quality, effective services to adults. This post will have overall responsibility for the front door services within Adult Services this will include the safeguarding team, intake team, transition team, and preventative services delivered internally or commissioned externally, Supporting People Services local area co-ordinators, community connectors, 3rd sector brokerage, carers support and volunteer projects delivered by the third sector. The post will also oversee the development of access and information services in the community eg tier zero service. THE POST HOLDER IS RESPONSIBLE FOR THE FOLLOWING: 1. SUMMARY OF MAIN DUTIES/KEY TASKS OF THE POST 1.1. Within Council policies and strategies and statutory requirements, develop, implement and lead on policies to guide the service units. 1.2. Fully support the implementation of major strategic projects within and across service units and at the Council and Community level. 1.3. Implement, review and support management systems, processes and structures in line with corporate policies. 1.4. Agree with the Head of Service a 'business / team plan', including objectives, performance targets and resources, to fully support the implementation of the Service Unit Plan and manage the successful implementation of this 'business / team plan'. 1.5. Deliver budget targets as agreed within the Safeguarding and prevention services and ensure that effective budget monitoring processes are in place. 1.6. Within the service unit / team, proactively work to deliver improvements to performance, customer care and satisfaction, awareness of equalities and 'one council' working. 1.7. Advise the Head of Service on professional issues and opportunities for service improvement and problem resolution. 1.8. Work with other council services, stakeholders and external partners to deliver continuous improvement, seeking to ensure that service delivery is efficient, effective and accords with best practice. 1.9. Where appropriate, lead and manage staff, providing operational management to deliver the service and undertaking recruitment, performance management and appraisals, staff development and discipline, as required. 1.10. Deputise for the Head of Service as and when required. 2. SERVICE SPECIFIC ACCOUNTABILlTIES 2.1. Responsible for the management, co-ordination and development of all work associated with safeguarding & prevention 2.2. Ensure appropriate safeguarding arrangements are in place. 2.3. Responsible for commissioning preventative services across the service areas, ensuring development of commissioning plans in line with strategic objectives. 2.4. To manage all of the resources, that are available, in an effective manner. 2.5. Provide professional and managerial leadership within the overall sphere of responsibility. 2.6. Ensure that any management information required within the sphere of responsibility is provided in a timely fashion. 2.7. Provide a lead role in negotiations with the Health Service and other local authorities in terms of relevant activities. 2.8. Advise on and co-ordinate any activity associated with the development of appropriate services. 2.9. Provide advice and guidance to Members, the Director, Heads of Service and other relevant colleagues. 2.10. Take a lead responsibility for specific areas of work, e.g. overseeing contracts for third sector, ensuring delivery single point of access for Health & Social Care services, adult services safeguarding processes and training. 2.11. Take a lead responsibility for responding to Welsh Assembly Government consultation documents. 2.12. Maintaining appropriate records which may involve the use of IT. 3. GENERAL DUTIES 3.1. To assist in the development of initiatives, e.g.; Performance Management and Appraisal; Continuous Professional Development, etc. 3.2. The post holder may be required to provide assistance at times of major incidents and local emergencies in accordance with the Social Services Emergency Plan. 3.3. The post is exempt from the Rehabilitation of Offenders Act, 1974 and you must therefore make a true disclosure of all criminal convictions made against you. 3.4. The post may be transferred from an area to another dependent on need. There is no entitlement to any transfer costs or disturbance costs as there is an expectancy of movement of posts within the County. EDUCATION, QUALIFICATIONS & TRAINING Professional qualification in Social Work or relevant caring profession. An appropriate management qualification, e.g. NVQ Level 5. SKILLS /TECHNICAL / PROFESSIONAL COMPETENCE Candidates must have appropriate levels of financial, personnel, project management, IT and performance management competence and have the appropriate technical competence related to the post. EXPERIENCE Sufficient post qualification experience, including experience in commissioning of social care services. Management experience at a sufficient level within social care or the health care field. Joint working arrangements involving the social care and health sector. Able to work as part of a team to develop strategic options and solutions. 8. Able to demonstrate a personal commitment to the values within Social Services. 9. The ability to operate at a strategic level, assisting in the development of corporate directorate and social services policies, procedures etc. 10. The ability to manage the process of change and to use negotiating and persuading skills. 11. Personal integrity of a high order. 12. Able to develop suitable strategies for engaging service users in relevant activities. CURRENT DRIVING LICENCE A qualified driver with the use of a vehicle for work, or the ability to travel within and outside the City and County of Swansea boundaries in an efficient and most cost effective manner.
