Good morning - Listening to Lord Mandelson's interview on Radio 4 this morning it is ironic to hear his comments that whilst the Government is investing £5 billion to help the unemployed back to work, employers must also help to tackle the problem of unemployment. I have written to Lord Mandelson, his predecessors and countless of other ministerial colleagues and their support staff detailing how in excess of £7 billion could be injected into the economy by repealing Regulation 10 of the Conduct of Employment Agencies and Employment Businesses Regulations 2003. Repealing Regulation 10 would address 3 main underlying issues. 1) Open the recruitment industry to free and unrestricted competition giving agency workers the freedom to work through the agency of their choice at any time during the term of their assignment. 2) eliminate the ease with which agencies control and restict the agency worker's pay. 3) increase job prospects by making more of the money paid by hirers for the services of agency workers available to employ current workers for longer or employ the currently unemployed in work experience and other related schemes referred to by Lord Mandelson during his interview this morning. Regretably Lord Mandelson and colleagues consistently choose to avoid the issue by providing negative and elusive replies to my letters, other than to suggest that Regulation 10 protects the recruitment industry and the vital role it plays. A bit of a contradiction as the Government opposes protectionism in all its forms.
